About the Position

Nuru is a renewable energy provider operating in the DRC, with active sites in Goma and Garamba and projects under development in Bunia, Kindu, and several other locations. Nuru's mission is to provide 10 million delighted Congolese people with world-class power by December 2030.

Key Responsibilities

1. Operational Security Management

  • Act as the security subject-matter expert on the Nuru Security Committee.

  • Advise the Nuru Crisis Management Team on security risks.

  • Conduct Security Risk Assessments (SRA) and keep these up to date.

  • Champion the Security Management Plan (SMP) and ensure it is kept up to date.

  • Develop and implement measures to ensure the security team complies with Nuru's policies and procedures and delivers best practice in security risk management.

  • Lead the security team within the Area of Responsibility (AoR); the security team may include both Nuru staff and sub-contractors such as guards.

  • Supervise sub-contracted security personnel to ensure compliance with Nuru security policies and procedures, including the UN Voluntary Principles on Security and Human Rights, PS4, and the “Do No Harm” approach.

  • Reinforce Nuru's acceptance strategy through effective collaboration with the Community Liaison Manager.

  • Understand Nuru's conflict-sensitivity approach and ensure it is applied to all security activities.

  • Understand the Stakeholder Engagement Plan and ensure coordination with the SMP.

  • Understand and apply Nuru's other human-rights risk-management policies and tools, including the Grievance Mechanism, PSEA, and ESIA.

  • Own the Site Security Plans and associated SOPs: apply the policies and procedures they detail, and keep the site security plans up to date.

  • Conduct an annual review of the SOPs and update them where required, ensuring all staff are sensitized to any changes.

  • Understand and apply the security procedures specified in the Emergency Response Plans, and ensure the team executes their roles rapidly and effectively.

  • Ensure all security personnel understand and apply Nuru's safety rules.

  • Manage the guard contract.

  • Understand the guard-contract Service Level Agreement and KPIs, and report any infractions or deficiencies to the ESG Director.

  • Maintain a detailed understanding of the VPSHR and be able to train new staff in these principles.

  • Manage the day-to-day deployment of the contracted security-guard force.

  • Manage the day-to-day deployment of any government security officer assigned to Nuru.

  • Hold a daily coordination meeting with the Community Liaison Manager (CLM).

  • Submit the weekly security report to the ESG Director on time.

  • Act as duty officer, as rostered, ensuring the emergency phone is monitored at all times.

  • Carry out monthly site security audits and share them with the ESG Director.

  • Ensure effective access-control measures are enforced.

2. Investigations

  • Investigate all criminal acts against Nuru personnel and property, as directed by the ESG Director.

  • In collaboration with the ESG Director, define the parameters and timetable of each investigation.

  • Provide policy advice on investigation strategy and contribute to the development of investigation policy.

  • Understand and apply the Nuru Investigations Toolkit.

  • Ensure all witness statements are recorded in a timely and effective manner.

  • Interview witnesses, victims, and subjects or suspects in accordance with Congolese law, Nuru investigations policy, and best practice.

  • Prepare detailed, clearly written investigation reports setting out the findings, supporting evidence, analysis and evaluation of the evidence, and recommendations for next steps.

  • Maintain the investigations register and database.

  • Ensure all investigation reports are filed, clearly marked, and stored securely, with digital reports backed up in the Cloud.

  • Ensure the chain of evidence is maintained, that evidence is stored securely, and that evidence rooms are managed professionally.

  • Liaise with the National Police and local-government personnel during investigations, as directed by the ESG Director.

  • Attend court cases and give evidence, as requested by the ESG Director.

3. Intelligence Operations

  • Provide the Security Committee with timely threat intelligence to protect Nuru's staff, assets, and reputation from wrongdoing, whether from within or outside the company.

  • Report any security incidents, vulnerabilities, or relevant developments in the AoR to the Security Committee in a timely fashion.

  • Alert colleagues to incidents and threats using the appropriate channels: WhatsApp alerts, SMS, telephone calls, and radio.

  • Ensure the confidentiality of covert sources is maintained and that their safety and security is prioritized.

  • Take direction from the ESG Director where a risk of an ethical conflict is perceived.

  • Maintain an informant base within the surrounding communities as well as among Nuru personnel.

  • Ensure threat intelligence is collected lawfully and in accordance with Nuru's business-integrity principles.

  • Apply the intelligence cycle: collection, collation, analysis, and timely dissemination.

  • Take part in stakeholder threat-mapping exercises as part of the conflict-sensitivity process, as directed by the ESG Director.

  • Ensure all red flags and intelligence reports are escalated.

4. Team Leadership

  • Maintain discipline and professionalism within the security team through strong leadership, setting an example by demonstrating integrity, commitment, security knowledge, work ethic, and self-discipline.

  • Ensure team members receive the training necessary to perform their specialist roles.

  • Ensure Nuru security employees reach their full potential by acquiring new skills through effective mentoring, training, and capacity-building programs.

  • Ensure security staff are managed in accordance with Congolese law, HR standards and policies, and safety directives.

  • Ensure security staff have time to attend training, learning, and development opportunities.

  • Write the annual performance review for direct reports.

  • Deliver security training modules as directed by the ESG Director.

5. Training and Sensitization

  • Sensitize staff and contractors to security risks and procedures during the daily toolbox talk.

  • Deliver the security-awareness briefing to Nuru visitors and guests.

  • Deliver personal- and residential-security awareness refresher training to Nuru staff.

  • Assist the Nuru logistics manager with defensive-driver training and refresher training.

  • Deliver route-security refresher training (modules 3–5) to all staff.

  • Deliver VPSHR refresher training to contracted guards.

  • Deliver surveillance-detection training to contracted guards.

6. Liaison

  • Develop relationships and networks to monitor activity within Nuru's AoR, ensuring the Security Committee is thoroughly briefed on any potential threat to employees, assets, reputation, and ongoing operations and projects.

  • Build a peer network with other international security managers and security focal points, particularly within the NGO Forum, INSO, UNDSS, OCHA, MONUSCO, UN agencies (WFP, UNHCR, UNICEF), the ICRC and the Congolese Red Cross, international private companies, GiZ, and the EU.

  • Work effectively with any external Risk Advisor consultants.

  • Liaise closely with regulatory authorities to ensure any losses and criminal activity affecting Nuru's operations and business are reported, investigated, and addressed appropriately.

  • Maintain effective relationships with other Nuru departments, especially Community Liaison, to ensure alignment.

  • Maintain effective lines of communication with other sub-contractors (e.g., CEIL) and their own security focal points.

7. Asset Management

  • Ensure any equipment received is signed for and maintained in good working order, with any faults or losses reported promptly to the ESG Director.

  • Keep a security asset register of all serial-numbered equipment (e.g., computers, telephones, radios, printers, cameras) issued to the site team, ensuring all equipment is signed for by the user.

  • Conduct monthly equipment inspections and stock checks.

  • Ensure all communications systems are functional, that radio users (including guards) have access to spare batteries, and that adequate, functional charging facilities are in place. Report any communications deficiencies immediately.

  • Conduct weekly checks on security-vehicle serviceability, breakdown kits, first-aid kits, and vehicle documents, and report any deficiencies.

  • Keep all occurrence books, registers, log books, contact lists, and work files well organized, up to date, and secure, ensuring all digital files are backed up in the Cloud.

  • Work with security-system and equipment-maintenance contractors to ensure regular servicing of security systems and infrastructure: CCTV, alarms, access-control systems, lighting, fences and gates, guard huts and towers, and security offices.

  • Manage an effective key-control and key-registry system.

All Candidates Must Have

  • The Nuru Security Officer must be the in-house expert in international security best practice as it applies to Nuru.

  • Profound understanding of the ODA Good Practice Review, “Humanitarian Security Risk Management.”

  • Profound understanding of the Voluntary Principles on Security and Human Rights.

  • Detailed familiarity with the geography and conflict history of the AoR.

  • More than 10 years' experience in a security role with an international organization in Nuru's AoR.

  • University graduate, or equivalent qualification or experience.

  • Fluent written and spoken French and English.
